Imagen: Z\u00f3calo. <\/figcaption><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">&nbsp;<\/h2>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u00bfC\u00f3mo la SEP y el INPI buscan impulsar la educaci\u00f3n ind\u00edgena?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El pasado 13 de enero, Adelfo Regino Montes, director del Instituto Nacional de los Pueblos Ind\u00edgenas (INPI) y Esteban Moctezuma Barrag\u00e1n, entonces&nbsp; titular de la Secretar\u00eda de Educaci\u00f3n P\u00fablica (SEP), firmaron un acuerdo de colaboraci\u00f3n para impulsar la educaci\u00f3n y la equidad ind\u00edgena, intercultural y pluriling\u00fce de los pueblos originarios del pa\u00eds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El acuerdo busca contribuir al acceso, permanencia, desarrollo y conclusi\u00f3n del grado y nivel acad\u00e9mico de las ni\u00f1as, ni\u00f1os, estudiantes, de 5 a 29 a\u00f1os de edad, pertenecientes a los pueblos y comunidades ind\u00edgenas y afromexicanas, inscritos en escuelas p\u00fablicas; esto por medio de servicios de alimentaci\u00f3n, hospedaje, apoyos y actividades complementarias. Para ello se les da prioridad a aquellos que no tienen opciones educativas en su comunidad, con el objetivo de disminuir la deserci\u00f3n y el rezago educativo, garantizando el ejercicio efectivo de su derecho a la educaci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El gobierno, por su parte, busca fomentar la integraci\u00f3n de los pueblos ind\u00edgenas a trav\u00e9s de la libre determinaci\u00f3n; integralidad; pertinencia social, econ\u00f3mica y cultural; sostenibilidad y territorialidad; transversalidad; igualdad de g\u00e9nero y participaci\u00f3n y consulta.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En el nuevo<a href=\"https:\/\/www.dof.gob.mx\/nota_detalle.php?codigo=5560457&amp;fecha=15\/05\/2019\">&nbsp;Art\u00edculo Tercero de la Constituci\u00f3n<\/a>, se establece la impartici\u00f3n de una Educaci\u00f3n Pluriling\u00fce e Intercultural, el cual considera a las lenguas ind\u00edgenas como parte central del Sistema Educativo Nacional. Al inicio del sexenio se implement\u00f3 la Estrategia Nacional de Iniciaci\u00f3n a la Docencia en el Medio Ind\u00edgena, una acci\u00f3n que busca fortalecer el desarrollo de la Educaci\u00f3n B\u00e1sica en el medio ind\u00edgena a trav\u00e9s de un enfoque intercultural, inclusivo, equitativo y de excelencia, que garantice&nbsp; los derechos educativos, ling\u00fc\u00edsticos y culturales de las ni\u00f1as, ni\u00f1os, adolescentes y j\u00f3venes ind\u00edgenas.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>La situaci\u00f3n de la poblaci\u00f3n ind\u00edgena en M\u00e9xico<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">De acuerdo con cifras del gobierno federal, en M\u00e9xico hay 68 pueblos ind\u00edgenas y 25,694,928 personas que se auto adscriben como ind\u00edgenas, cifra que representa 21.5 % de la poblaci\u00f3n total del pa\u00eds. Al diferenciar los hogares ind\u00edgenas seg\u00fan la lengua se identifica que los pueblos con mayor poblaci\u00f3n son: n\u00e1huatl (24%); maya (13.7%); mixteco (6.8%); zapoteco (6.8%); tseltal (5.7%); paipai (5.5%); otom\u00ed (5.5%); tsotsil (5.1%); totonaco 3.6%), y mazahua (3.0%); estos 10 pueblos concentran 80% de la poblaci\u00f3n ind\u00edgena.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Durante siglos, los integrantes de los pueblos ind\u00edgenas han sido sistem\u00e1ticamente marginados en cuanto a su cultura, territorio, lengua, participaci\u00f3n, etc.; un ejemplo ha sido la insuficiencia de servicios b\u00e1sicos en la vivienda y su infraestructura, las cuales reflejan que la inversi\u00f3n de recursos p\u00fablicos en localidades con presencia ind\u00edgena sigue teniendo notables diferencias en comparaci\u00f3n al resto del pa\u00eds.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Por otro lado, su bajo nivel educativo reduce sus oportunidades de desarrollo por no contar con el perfil adecuado para acceder a empleos mejor remunerados. Seg\u00fan cifras de la Unicef: \u201cMientras que la poblaci\u00f3n en M\u00e9xico alcanza en promedio el tercer grado de secundaria, la poblaci\u00f3n ind\u00edgena apenas logra concluir la educaci\u00f3n primaria y la hablante de lengua ind\u00edgena llega a quinto grado de primaria. Si se considera que se avanza un grado por d\u00e9cada, la poblaci\u00f3n ind\u00edgena se encuentra rezagada casi tres d\u00e9cadas con respecto al promedio nacional\u201d (UNICEF, 2018).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las comunidades ind\u00edgenas contin\u00faan siendo las m\u00e1s vulnerables ante la situaci\u00f3n de desigualdad, pues de acuerdo con el CONEVAL, el 69.5% de la poblaci\u00f3n ind\u00edgena, 8.4 millones de personas, experimenta una situaci\u00f3n de pobreza; y el 27.9%, 3.4 millones de personas, de pobreza extrema. Adem\u00e1s, el 43% de los hablantes de alguna lengua ind\u00edgena no concluyeron la educaci\u00f3n primaria, mientras que el 55.2% se desempe\u00f1a en trabajos manuales de baja calificaci\u00f3n, por lo que este acuerdo implica la integraci\u00f3n de los pueblos a trav\u00e9s de la libre determinaci\u00f3n; integridad pertinencia social, econ\u00f3mica y cultural; sostenibilidad y territorialidad; transversalidad; igualdad de g\u00e9nero y participaci\u00f3n y consulta.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La Legislaci\u00f3n establece que la poblaci\u00f3n ind\u00edgena debe recibir educaci\u00f3n en su propia lengua, sin embargo, cerca de una d\u00e9cima parte de las escuelas preescolares y primarias ind\u00edgenas no cuenta con docentes que hablen al menos una de las lenguas de la comunidad donde habitan los alumnos.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&nbsp;<\/h2>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u00bfCu\u00e1les han sido los esfuerzos para disminuir la brecha de desigualdad educativa en las poblaciones ind\u00edgenas?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La Conaliteg, comprometida con la educaci\u00f3n de calidad e inclusi\u00f3n, produjo y distribuy\u00f3 para el ciclo escolar 2019-2020, dos millones 900 mil libros de texto gratuitos en lenguas ind\u00edgenas habladas en todo el pa\u00eds. De igual forma la SEP puso en marcha la implementaci\u00f3n de la Estrategia Radiof\u00f3nica del Programa Aprende en Casa para las comunidades Ind\u00edgenas para hablantes de 15 distintas lenguas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hasta ahora se tienen mil 57 casas y comedores para los ni\u00f1os ind\u00edgenas; 254 casas y comedores para los estudiantes y dos casas para el universitario ind\u00edgena, con lo que se garantizan mil 313 espacios de atenci\u00f3n con servicio de hospedaje y alimentaci\u00f3n, actividades y apoyos complementarios para estudiantes de bachillerato y\/o en proceso de titulaci\u00f3n e incluso de posgrado. El programa est\u00e1 coordinado por 581 maestras y maestros, y 836 comisionados por la DGEI, para apoyar estas instalaciones. Durante la pandemia, y ante la imposibilidad de atender a los estudiantes de manera presencial, se entregaron paquetes alimentarios con el apoyo de Liconsa y Segalmex a 73 mil 912 familias ind\u00edgenas de todo el pa\u00eds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Un avance hacia la inclusi\u00f3n<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El cumplimiento de este acuerdo implica la garant\u00eda por parte del Estado de proporcionar una educaci\u00f3n obligatoria y de calidad equitativa, e incrementar los niveles de escolaridad, favoreciendo la educaci\u00f3n biling\u00fce e intercultural, la alfabetizaci\u00f3n, la conclusi\u00f3n de la educaci\u00f3n b\u00e1sica, la capacitaci\u00f3n productiva y la educaci\u00f3n media superior.
